Overland Park Chamber hires Libbey Tucker as Economic Development leader
Overland Park, Kan., November 1, 2023 – The Overland Park Chamber of Commerce announced the hiring of Libbey Tucker, CEcD, as its senior vice president of economic development. Tucker will be responsible for executing the Chamber’s core purpose of making the community prosper through the attraction, retention, and expansion of Overland Park’s business base.
“Libbey has impressive knowledge and a record of success in economic development in communities like Overland Park,” said Tracey Osborne Oltjen, CCE, President & CEO of the Chamber. “We’re excited to welcome someone of her caliber to lead our team as we address our community's economic and workforce development needs. Our partnership with the City of Overland Park and the business community has scored numerous economic development wins and I’m confident this success will continue with Libbey’s leadership.”
Tucker most recently led economic development efforts in the Dallas Metro region in Rowlett, Texas. Major project successes under her leadership include the continued development of the Sapphire Bay mixed-use development with $1.5 billion in investment and projected 7,000 jobs and the $165 million Lakeview Business District light industrial development by Jackson Shaw with its projected 1,200 jobs.

Previously, Tucker spent her career in Missouri, primarily with communities in the St. Louis region, where she served in economic development roles. She also has experience in municipal management, having served as an assistant city administrator, overseeing areas of communications and public relations, customer service, employee relations, business licensing and information technologies.
She is a Southeast Missouri State University graduate and holds an MBA from Drury University. She graduated from the Economic Development Institute through the University of Oklahoma and has held and maintained the Certified Economic Developer (CEcD) designation since 2001.
While Libbey grew up on her family’s fourth-generation beef, dairy and hay farm in south-central Missouri, she’s now a city girl at heart. She and her husband Larry enjoy traveling and have journeyed many miles on their Harley-Davidson motorcycle.
